CHAPTER 12

The Policy Forum

The Policy Forum is the standing process through which the IRBAI regulatory framework develops. It brings together the representatives of member states, national regulators, industry, academia and civil society to deliberate on how the rules governing artificial intelligence should evolve.

Regulation of a fast-moving technology cannot be static. The Forum is how the framework stays current without sacrificing legal certainty: change is proposed, debated and adopted through a defined procedure, and every adopted change is published.

MANDATE

What the Forum Produces

Proposals developed through the Forum feed the instruments of the framework: amendments to the technical Annexes, which are adopted by the Executive Board following consultation with the Council and enter into force upon publication; input to Sectoral Charters; and recommendations on regulatory priorities. The instruments themselves are published in the Legal Texts section.

PROCESS

How Deliberation Works

Work proceeds in thematic streams aligned with the committee structure. Draft proposals are published for comment, revised in the light of submissions, and put to the vote of member representatives. Voting takes place on the Forum platform, which is available to registered representatives through their IRBAI account.

Log in to access the Forum platform. Access for member state representatives is arranged through the channels described under Governments; organizations participate through membership.
