Russia -Ukraine Conflict
Joanna Accordi has actively engaged in diplomatic efforts aimed at resolving the Ukraine-Russia conflict through detailed, legally-grounded proposals submitted to key international stakeholders:
5 October 2022 Proposal
Delivered to the Members of the Security Council, UN Ambassadors, Foreign Ministers, and Presidents ahead of the UN General Assembly, this proposal outlined:
- Application of Articles 4, 25, 27 of the ICCPR, Article 1 of the UN Charter, and Articles 2 and 5 of CERD.
- A peaceful recovery pathway for the Southern part of Ukraine (Crimea, Donetsk, Luhansk, Melitopol, Kherson) via execution of the Right to Self-determination, aimed at removing military presence in these regions.
21 March 2023 Proposal
This proposal detailed the formation of a new Treaty between Northern Ukraine, Southern Ukraine, and the Russian Federation, specifying:
- The establishment of a clear Northern Ukrainian–Southern Ukrainian–Russian state border, in line with Article 4 of the ICCPR and Article 1 of the UN Charter.
- Implementation of the Right to Self-determination through a referendum under General Assembly Resolution 1541 (XV), offering pathways for Southern Ukraine to achieve self-governance: free association, integration, or independence.
- Recommendations for a Special Committee to address implementation challenges posed by military presence and risks, ensuring transparency and adherence to international law.
The proposal was supported by comprehensive documentation including Consultation Papers, a Balancing Act analysis, and a Final Proposal document.
26 September 2024 Strategic Peace Proposal
In Joanna Accordi capacity as Chair of IRBAI, a comprehensive strategic proposal was presented to international stakeholders, emphasizing a phased approach for:
- De-escalation, territorial stabilization, and arms reduction.
- Establishment of secure zones and enforcement of ceasefires, supported by advanced AI-driven monitoring systems.
- Specific prohibitions on AI-enhanced weaponry and the establishment of no-strike zones to protect civilians and infrastructure.
- Structured economic and social reconstruction initiatives to foster regional stability and long-term recovery.

Palestine-Israel Conflict
In Chair’s advocacy addressing the Palestine-Israel conflict, Joanna Accordi submitted urgent recommendations to the United Nations Security Council on 13 October 2023, calling for:
- Convening a General Assembly session to address necessary amendments to the UN Charter, ensuring accountability, fairness, and effective response mechanisms in global conflicts.
- Immediate consideration and approval of Palestine’s application for full UN membership, emphasizing adherence to international law and peremptory norms (Jus Cogens).
- A comprehensive evaluation of Israel’s compliance with UN Charter obligations due to repeated breaches of international law, including grave human rights violations and acts defined as genocide.
- Reforming the veto power structure within the UN Security Council to mitigate systematic ineffectiveness, allowing fairer representation and decision-making aligned with contemporary geopolitical realities.
